HIV isn't the only one that should be on that list, however.  I believe that a country has a duty to protect those who are already citizens before extending that privilege to others.</description>

The article doesn't mention the United States which I'm assuming means that they were in the middle somewhere since the author mentions both the highest and lowest percentages.  In the US, there is much controversy on the idea of needle exchanges as so many people want to stop the drug use.  What they don't realize is that they don't stop the drugs, they just spread the virus.</description>
